So, an "open beta" is currently scheduled for q2 2009 - will this be the pre-order beta as well, or are we lucky enough to begin the playtesting even earlier?
With Stardock, only people who have preordered can participate in the open beta.
So how does this work? Do you pay for the full game now? Can you cancel and get a refund if it turns out you don't like it?
I'm interested in the game, but not really sure I want to buy something thats a year and a half away if I can't cancel it.
I fear you can't get a full refund if you have downloaded any beta version.
You can order it now, and your account won't be charged until the game is shipped.
as for cancelling, I'm unsure, but normally pre-orders can be cancelled, yes. Better get a stardock rep to answer that one
Your pre-order doesn't get charged until the beta is released. You would probably have to ask SD sales about cancelling it, but obviously that becomes more difficult since you'd already have paid for it by then.
I would say wait and see. In the next ~8 months we'll have a lot more info about the game, and with each beta phase the window is open for about 2 weeks during which you can get into that beta phase until you need to wait for the next one. There will be a lot of impressions, screenshots, etc flying around in the first 2 weeks of beta 1.
Hopefully those things combined will give you a better feel for the game to help decide if you'd like it or not before you pre-order.

When we start a beta phase there is usually a week or two after the start of the beta where you can still preorder and get instant access to that beta. You have until that point to pre-order to get into that beta phase. We normally do 2 or more beta phases with our games, so if you miss Beta 1, you'll have a shot at Beta 2.
